What Is Guideline Value in Tamil Nadu?
Guideline value is the minimum value of land or property fixed by the Tamil Nadu Registration Department for each street or survey number. A property cannot be registered for less than this value for stamp duty purposes. In Tamil it is called vazhikatti mathippu.
- Who sets it: the Registration Department, through valuation committees, under the Inspector General of Registration
- How it is set: street by street in towns, and survey number by survey number in villages
- Unit: rupees per square foot or per square metre (per hectare for some agricultural land)
- Latest revision: values in force from 1 July 2024, as published on TNREGINET
The department revises guideline values from time to time. Always check the portal close to your registration date to use the current rate.
How to Check Guideline Value Online on TNREGINET
The guideline value check is free and takes about a minute. Use street-wise search for town plots on a named street, and survey number-wise search for village or unstreeted land.
- Open tnreginet.gov.in and switch to English if needed.
- Click Services in the top menu, then click Guideline Value.
- Select the latest value period — currently 01-07-2024 (first row in the table).
- Choose the search type: Street (street-wise or category-wise), Survey number (category-wise or survey number-wise), or Composite value (for flats, village-wise).
- Select the Zone, Sub-Registrar Office and Registration Village.
- Pick the street name, or enter the survey number and subdivision.
- Click Search. The rate appears per square foot or square metre.
Multiply the rate by your land area to get the total guideline value. For a flat, the composite value already includes the land share and the building value together. To value a constructed building separately, see our building value calculator.
Guideline Value in Coimbatore, Salem, Trichy, Tiruppur and Thanjavur
There is no single guideline value for a whole district. Rates change from street to street, so two plots in the same city can differ many times over. Use the right search type for your area.
| District | City and corporation areas | Outskirts and villages |
|---|---|---|
| Coimbatore | Street-wise search under the city SRO | Survey number-wise search |
| Salem | Street-wise search under the city SRO | Survey number-wise search |
| Tiruchirappalli (Trichy) | Street-wise search under the city SRO | Survey number-wise search |
| Tiruppur | Street-wise search under the city SRO | Survey number-wise search |
| Thanjavur | Street-wise search under the town SRO | Survey number-wise search |
Not sure which SRO covers your area? Use Know Your Jurisdiction on the TNREGINET home page, then run the search.
Guideline Value vs Market Value
Guideline value is the government's minimum rate, while market value is the price a buyer actually pays. In most busy areas the market price is higher, but in some places the guideline value can be higher than what buyers will pay.
| Guideline Value | Market Value | |
|---|---|---|
| Set by | Registration Department | Buyer and seller |
| Changes | Only when the government revises it | Changes with demand, location and amenities |
| Used for | Minimum base for stamp duty and registration fee | Actual sale price in the deed |
| Where to find it | TNREGINET Guideline Value page | Local listings and recent sales |
How Guideline Value Decides Your Stamp Duty
In Tamil Nadu, stamp duty (7%) and registration fee (4%) on a sale are charged on the higher of two figures: the sale price in the deed or the guideline value. So the guideline value sets the lowest amount you can pay.
Example: you buy a plot for ₹40 lakh, but its guideline value is ₹50 lakh.
| Item | Calculation | Amount |
|---|---|---|
| Base value | Higher of ₹40 lakh (sale price) and ₹50 lakh (guideline) | ₹50,00,000 |
| Stamp duty | 7% of ₹50 lakh | ₹3,50,000 |
| Registration fee | 4% of ₹50 lakh | ₹2,00,000 |
| Total charges | ₹5,50,000 |
Work out your own figure with the stamp duty calculator.
You can write a lower price in the deed, but duty is still charged on the guideline value. If the duty paid is too low, the Sub-Registrar can refer the deed to the Special Deputy Collector (Stamps), who can demand the extra duty with a penalty under Section 47A of the Indian Stamp Act.
Common Guideline Value Search Errors and Fixes

| Different rates for one survey number | Each subdivision or land class can have its own rate — match your patta classification |
| Captcha or page error | Refresh the page and search again; try early morning if traffic is high |
